The final report and recommendations
On 16/10/2016 in White Nile State –Rabak , under care of Dr. Hassabo Mohammed Abed-alrahman- vice president , gracing of White Nile State Sponsor, Minister of communications and information technology. Events of 14th forum for states’ information were launched with qualitative and distinctive presence from constitutionalists, legislatures, executives, media and specialists experts in (the field) on state and federal level, the opening session exceeded 600 partakers attended the opening session, below are some of the prominent contributors:

The forum events were started with opening of the exhibition accompanying to the forum that was opened by Sr. vice president, Sr. White Nile State Sponsor, minister of communications and information technology, the federal ministers, the states’ ministers, also participation of 29 companies from the specialized companies in fields of communications and information, a number of governmental, state foundations and banks, the opening involves big and distinctive presence, as well as participation of the states reflected their experiences and different expertise.
The first session in the forum was the opening session which addressed by Dr. E’SSA ABKER MOHAMMED AL-HAJ – the finance minister in White Nile State – a head of the preparatory higher committee for forum of a state; he welcomed the attendees, ensured for the forum’s importance.
Also in the same session Engineer/ MOHAMMED ABD-ALRAHEEM- general administrator of the national centre for information was addressed and welcomed the presence enumerated the challenges, chances in the field indicated to presidency orientations in a frame of the state reform program and the achievements which achieved in legislations, the infrastructure and the electronic services.
The session also addressed by Dr. TAHANI ABD-ALLA A’TTIA – Minister of communications and information technology, she welcomed the attendees and ensured for the ministry commitment to execute recommendations and outcomes of the forum, also execution of the strategic vision of the state in building the knowledge community.
The states requested for saving the commitment in the application of decisions and policies which support the electronic government application.
, Moreover this session addressed by Dr. ABED-ALHAMMED MU’SSA KASHA – sponsor of White Nile State, he welcomed the attendance, ensured on the state adoption in accomplishment of the state reform program, providing electronic services and very soon we will end paperwork transactions and shift to digital transactions.
Sir. Dr. Hassabo Mohammed Abed-alrahman- vice president had ended the session he praised output of the national dialogue and ensured that the electronic government represents the state’s priority in a frame of the reform program and good governance. Also he praised for ministry of communications and information technology and the national centre for information.
He pointed out the following:
1. The salaries should be through computing systems in all states till 31/12/2017.
2. Establishment of technological hall in the state, this project should be adopted by ministry of communications and information technology.
3. Standards of states’ estimation must be from federal court judgment, the ministers’ council according to its commitment for electronic services application and electronic government.
4. Organization of a gift for best a state at side of computing application and electronic government granted by ministry of communications and information technology.

This under supervision of the higher committee for events and exhibitions in ministry of communications and information technology—headed by Sr./ minister of state / Engineer/ Elsadig Fadel-Alla Sabah-Allkhare, formation of the executive committee has been completed in the national centre of information, the supportive committees were reached seven committees in coordination with White Nile State , the agree on the time, place and care after several and mutual visits between the ministry and state represented in:
1- The conjoint meeting between/ Sir. Alderman of White Nile State and his auspicious delegation to discuss the forum and set up a school tournament in the state.
2- A workshop of the electronic government with participation of the state minister in the federal governance ministry and discussion of the forum.
3- Several visits for the national centre for information in the state.
4- Joint meetings between officer of information file in the state and national information centre.

Under logo of the forum (informatics to promote the state reform) events of the forum were in the legislative council of White Nile State.
- The opening and final session were in (a luxurious tent) at west direction from the legislative council building.
- The main sessions for the forum were in a hall of the legislative council.
- The exhibition was in the east yard of the legislative council.
- Activities of providing services for ministry of interior represented in :( civil registry, the traffic, E-passport, position of holy Quran association and the gather night at Rabak city’s theater.
The first session for the forum:
In this session Dr. GAMAL MHMOOD---- the state minister in the ministers council presented a paper entitled information technology and the state reform, the session headed by Gen. Jurist/ NASSIR ELKABASHI- director of the general directorate for civil registry, then Prof. / AWAD HAJ ALI, Engineer/ MOHAMMED ABD-ALRAHEEM YEASEEN and Engineer/ ALHAJ YEASEEN---- all of them spoke after him.
The second session:
Engineer/ MOHAMMED ABD-ALMAGID---- general director of national authority for digital certification presented a paper about a strategy of information security this session headed by Engineer/ OMER HASSAN OMERABI, Engineer/ TARICK BABEKIR, Engineer/ ABBASS OTHMAN ABD-ALSAMED, Engineer/ SULIMAN MOHAMMED MHMOOD---- all of them spoke after him.
The third session:
Engineer/ MOHAMMED ALSHEIKH ABD-ALLA presented a paper entitled electronic government strategy, this session headed by ADAM MOHAMMED ADAM---- finance minister of south Kurdufan and Engineer/ NADER GILLANI and Dr. HAFFIZ GANIM.

The fourth session:
Discussion circle about electronic transformation and application of E-government, this session headed by Engineer/ WALEED BASHEIR AHMED---- administrator of Nile Centre for Technical Researches, the session’s speakers were Engineer/ ABOBAKER ALI AL-RAWA, Engineer/ ELTYEB ABO-KASSAWY, Engineer/ IBRAHEIM HASSAN ALI and Engineer/ OMER HASSAN OMERABI.
The fifth session:
This session discussed reports of the states performance, it headed by finance minister of White Nile State and the reports have been presented by Engineer/ SU’DAD MHMOOD HASSANAIN, Dr. AHMED ABD-ALLGADIR SALLIH commented on them, with presence of general administrator of national information centre and the state minister in communications and information technology---- Engineer/ ELSADIG FADEL-ALLA SABAH-ELKHARE, Sir. / MOHAMMED AHMED AGAB-ALLA---- the state minister in federal court judgment, trustees of the states’ governments and administrators of information centers in the states.
The sixth session:
Discussion circle entitled communications reality and future, this session headed by Engineer/ MU’STAFA ABD-ALLHAFEEZ, communications companies’ representatives (Zain, Sudatell Group, MTN and Canar.
At the end of the forum events the prizes have been distributed for the winner states in contest of national information centre / as follows:
1- The best website in the states---- Government Secretariat of Red Sea State.
2- The best website for localities---- East Nile locality.
3- The best website for a state ministry---- Ministry of Education, Kassala state.
4- The best website for states services---- commission of lands---- White Nile States.
5- The best website in the state’s social side---- El-shetabe forum---- White Nile States.
• In another context Sir. / Vice president and the ministers were attended graduation ceremony involves: 1200 learners in a field of computer literacy and who have been trained by the youth foundation for information technology.
• The forum won a vast informative coverage from the different means of media (visual, audio, readable and live broadcasting.
• The conferees accepted dinner invitation from Sir. / KHEDIR ISMAIEL---- chairman of labor union in the state.
• There was a public ceremony attended by thousands of the states and creators from Khartoum participated in it.

1- Speed-up in application of Electronic government, providing the services for the citizens, commitment of all foundations of the public and private sector for that.
2- Formation of a body to enhance informatics in all states by a decision of ministers’ council of the state government.
3- Formation of a committee to prepare information security strategy sponsored by the national council for the strategic planning.
4- The continuous training in different specializations related to informatics.
5- Bridging the gap through informatics awareness for the citizens.
6- Solving problems of E-wallet application.
7- Organization of specialized technical workshops in the centers and states.
8- Making strategic companies with the friendly states in a field of information technology.
9- Development of software making in Sudan.
10- The interest of standards, criteria and indexes associated to sustainable development.
11- Laying the legislations and frameworks in the diverse states to frame the development of information.
12- Tighten coordination between the centre and states and intensification of visits.
13- The state’s adoption to provide information about the needs and agricultural products prices to enable the citizens in buying and selling the goods with prices similar to the real prices, also establishment of a platform for E-commerce to enable the citizen in buying and selling the services and products directly without intermediaries.
14- Unification of the states’ information centers framework and supervision for centers by the national information centre.
15- Determination of obvious vision to cover communications and securing a quality of the service level.
